Distinguish an operating business from a market-entry plan

Prepare a delayed-launch decision

For each critical dependency, record the expected completion date, evidence of completion, monthly cash cost while waiting and the decision-maker. Separate commitments that continue during a delay from spending you can defer.

Illustrative example: if a launch moves by three months and committed pre-launch expenditure is USD 80,000 per month, the additional expenditure is USD 240,000 before any other change in receipts or costs. Recalculate the monthly cash balance; do not assume the original funding amount still covers the plan.

Can an expansion plan be presented before there is Saudi revenue?

Yes, but label it as a market-entry plan. Show the evidence for demand, what has been tested and what remains unproven. Do not combine a potential pipeline with completed sales.

How should we present approvals and operational requirements?

List the requirements relevant to your own activity, the current status and the dependency they create for the plan. Distinguish an obtained approval from an application or an assumption. This guide does not determine which permissions a particular company needs.
